Is it worth to join Capgemini leaving Deloitte USI consulting practice with around 27% increased salary and to Manager level from Sr. Con?

Hi, I have 8 yrs exp into cyber security, currently in Deloitte (3yrs completed on 22may 26) with 16.4 LPA (no promotion) Currently there is no major improvement in salary hike(5% previous) bit confused to stay or leave deloitte. (no offer in hand, trying hard to get one in hyd location)

The job market feels brutally bad right now. When HR asks, “Are you actively looking for a job change?” and I say yes, the next question is, “Are you holding any offer?” If I say yes, many recruiters stop processing because they assume they can’t match or close quickly. If I say no, the tone changes completely — suddenly they assume I may have been laid off, forced to resign, or desperate, and the lowballing starts. Feels like candidates are being judged either way.
