4 procesos, coordinados por un centro de gestión de "calendarios" super ineficiente, es necesario cubrir al menos 5 opciones de calendario por fase, en ninguna parte del proceso se evalúan conocimientos reales, hay mucha corrupción y amiguismo. Los evaluadores llegan a los procesos con poca preparación, normalmente no son responsables directos o indirectos. Muy ineficiente, esconde mucha politica interna, y la formula secreta que pueda funcionar en el resto del mundo se ve muy corrupta por la organización local.
