Pros
As staff support you find yourself working in different departments and branches. Most of the time the staff you work with are awesome. Wages were great. I learned a lot about how COE works in different branches. Met some really cool and supportive people and had one or two really great assignment supervisors who encouraged me to apply for certain permanent and/or temporary positions.
Cons
Time between assignments can be long. Office politics were the worst. In order to be considered for any permanent, full time positions you have to be considered permanent Staff Support. This is done by working something like 60 hours, every consecutive pay period for a year. Talents, skills and potential barely stand a chance to be recognized. No benefits, even after employed for 2 or more years.

Good hours and a lot of over time. Fast paced environment. A decent variety of work tasks. Nice work facilities.
Cons
Work can be repetative. Minimal full time/ permanent positions. Some unfair treatment of employees. Employees not given much freedom or trust.

Hands on.. There is literally no one else here some days to do the work, so they'll ask you to pitch in, and it's a huge learning experience
Cons
There is literally no one else here some days, because the management style of the partner company at my site is.. difficult to live with. Co-op students are expected to go head-to-head with senior engineers because the students are often more experienced. There's no impetus to hire on a full-time engineer, so good luck to you if you're trying to find a co-op job that will lead directly to a post-grad position.
Advice to Management
Instead of brushing them to the wayside, empower the engineers. They are extremely knowledgeable, they care about keeping this city running, and they have the skills to make it happen.

Part-time workers were very helpful in helping other part-time workers to find work outside the City of Edmonton to survive the low pay, and seasonal working time offered at the City of Edmonton.

Should never take a part time job at the CIty of Edmonton and hope that it will transpire into a full time job. Part workers wanting full time work needs to have an "in" to advance. Otherwise, it is no go. This is something that supervisors will not tell you to your face. Pi

Do not have supervisors write job descriptions and also give themselves the ability to hire their own staff. What happens is that supervisors writes a job descriptions to suit his/her friend. They gives them the ability to build their own empire with friends of theirs.
