In IT some groups excel, some patently awful and no incentive for them to improve - Anonymous employee CNN Employee Review

I do not know how some groups in IT survive when it is 100% clear to any competent developer just how bad they are. No understanding of basics like object-oriented programming, recursive functions, etc. and entire projects' worth of unusable spaghetti code. Internal feedback? "Embarrassing." But somehow they are left to persist because the group leads are good at CYA.
