If you don't meet this, it means you are not loaded enough and you will be allocated more projects or sites to achieve this global target. It does not include time spent on travel. Imagine you got sites all inter-state versus someone having all sites in the home state, you may still be regarded not busy enough if you don't hit 8.4 days on site on average
