That may mean that your technology is older or not the latest version—and that can include operating systems and software. And, fewer resources also means you’ll get less professional support. While there may be some internal training, there is likely very little outside training. There might be a small training budget, but it may not allow you to attend outside training very often.

Documentation could be improved in some areas. Management has unrealistic schedule expectations.
