Hampton Roads Community Action Program interview questions

Interviewed with CEO, HR, and CEO's assistant. I was contacted by HR and told I was top 2 candidate, and asked to complete background screening, direct deposit, and other HR paperwork.. Then I was ghosted for several weeks until finally receiving an impersonal rejection letter in the mail from someone who wasn't even involved in my interview process. Then I was contacted over a year later about the same position and although I was hesitant, I interviewed again and this time I was ghosted and never received any notification. Lesson learned.
