InsuranceHub interview questions

I was called for a phone interview to go over my qualifications. Not only was the recruiter impressed by me— she said she would submit my resume for all open positions because I would be great in all of the roles. A week later, she followed up and said they decided to move forward with other candidates. It’s been a month and they’re STILL hiring for those positions. I know I exceeded the qualifications.. I don’t understand why they weren’t honest. The positions weren’t filled. They even reposted them again on Indeed.
