The employment decision is always made by two persons here: senior project manager and director, they invite and conduct the interview. There is usually an ambiguity in job offers since on the one hand they invite someone to a temporary project-based position, but since you are in you are expected to be as loyal and as proactive as a full-time, open-term employee, which is the de facto option for everybody long as you generate/manage projects that can cover more than your salary alone in the office (say employ part-time another two or three people there) .
The usual strategy of this organization is to be contracted through various EU funded public support for business projects, so that the administrative quality of the projects implemented would be perfect enough to disregard a total copy-paste, repetitive contents of services or materials produced. I.e., the main stress is impeccable project administration, for everybody. Even if they claim, that they need your creativity, communicative skills and imagination, in fact they need your adaptability to changing political milieu demands, strict compliance to EU funding regulations as well as diligence in EU projects paper-work. Loyalty and good spirits despite difficult and dull demands are valued and rewarded by providing you a safe, stable, in a way little structured timewise position where you can have a lot of time for your own interests, while paying a price of due and timely paperwork, loyalty to senior management opinions and non-interference in strategic decision-making (no innovation per se in this organization proper is possible for forseeable future).
