We're sorry you were unhappy with the interview process. Unfortunately you were not waiting to be seen - you hadn't completed both the required application paperwork nor the technical proficiency evaluation, which as I understand you took one look at and it was at that point you decided to leave. Unfortunately, sometimes candidates get intimidated by the technical questions - and that's OK - we don't want to waste your time if your not technically prepared for the position.
Technical proficiency tests are commonplace in the IT industry. Most qualified applicants can complete the examination in less than 20 minutes.
To be clear, we are not a "people mill". We happened to have a second candidate interviewing with someone else at the same time you came in. That doesn't typically happen.
The lengthy paperwork you cite is required by law. If someone is uncomfortable with filling out a background check (something we clearly outline as a requirement for employment), there are other jobs I'm sure that don't require that screening. But since applicants could be working with millions of dollars worth of equipment and potentially priceless company data, we are compelled to do our due diligence with everyone who pursues a career with us.
