U.S. News & World Report interview questions

Phone screen and then meeting with C-suite legal dep't. Questions were relevant enough to the position and executive was engaging. HOWEVER, interview can be filed under "Sham" -- no feedback/update provided by screener when requested to do so over a week after the interview, and job listing was re-posted around that time on job board(s) despite having a stated timeline of starting a candidate that next month. Fast forward four (4) months, job is now re-listed on job board(s). Again. What is going on, other than wasting candidates' time ??
