If you wanted/needed new skills it was on the employee. - Annual reorganizations make it impossible to get anything done. In 5 years I went through 6 reorganizations. - budgets were set in September but not approved till the following April which gave us 6 months for a years work before the next budget cycle to prove you could use the allocated funds.
