Owner is indecisive and requires management to write up at least 2 staff members a week or "facility manager is not doing their job". Owner would sit and listen to manager upholding his rules and then send in assistant manager to smooth things over and give free services to customer, after he had instructed facility manager to not give away items...then he would accuse the staff of theft of the items he had given away.
