Scrappy business...not the prime for most of work so low rates and struggle to maintain good employees. The "bench" concept does not work because if you are on the bench you have to go find your own project work or you are let go. They sell you on lots of work but they really don't have much and continue to get cut from contracts due to poor staffing or not finding the right people to do the work because they don't pay that well.
