Decisions are shaped through silence, delay, and backchannel manoeuvring. Senior leadership becomes passive aggressive once personal alignment shifts. Performance matters less than proximity to power. Dissent is quietly punished. Psychological safety does not exist. Culture rewards compliance, not competence.
