Inconsistent support for professional development 9. Tremendously inadequate accommodation or support of working parents 10. Very vertical organizational structure that makes it difficult to effect any change 11. No consequences, but protection, for abusive leadership 12. Management comprised of "lifers" - employees who were promoted to management simply due to tenure and not leadership abilities 13. Poorly documented policies and procedures 14.
