Higher Management, especially CEO and Compliance. CEO and board of directors somehow feel that with every problem someone in middle management should be replaced as shown by the rapid turnover of campus directors, directors of education, deans and faculty. No one is paying attention to creating and following policies and procedures that meet industry standards. Changes are made and not communicated timely or effectively to any key stakeholders.
