Cons
Lack of cohesive management of projects. Customers don't know who is actually in charge. Project Managers have little control over project staffing, purchasing or pricing. Most of their time is spent putting together meaningless cost to completes with old cumbersome software.
Little to no Quality Control Program, responsibility for QC is up to the Project Superintendent.
