Harassment, bullying, lack of respect are largely tolerated. No action or reaction to allegations on the part of HR, management, etc. Some might say that employees leave because of a bad boss. At this company, the reasons for turnover run deeper.
To put this in perspective, as a manager I was severely harassed by a peer. Yelling, screaming, finger pointing, door slamming. I reported this directly to my supervision and to HR. Nothing was accomplished in doing this although that is the documented procedure. In fact, I directly asked HR to intervene for which they demurred. Stunned but not surprised, I was quick to exit the company after an otherwise long successful tenure. The harasser was promoted soon after.
