Leadership is ineffective, terrible communicators, and they create a toxic work environment. Low pay/lack of fair pay/discriminatory pay, lack of trust in staff, leadership finds scapegoats (who typically are staff of color) for their own inadequacies and failures, high turnover especially for staff of color/LGBTQ+, leadership does not hold to their values, underpays/limits professional growth for formerly incarcerated staff and staff of color.
