The existing managers will start trying to shake you to defend their jobs as soon as you start. You will be the scapegoat for everything that goes wrong and be held accountable for excessive EPO spending that the existing managers rely on to keep trade partners. If you don't pay to play, you will be terminated for delays, even if they involve a garbage truck hitting a homesite.
