Calls itself a sector developer but senior management all have different understanding of what this means and are unable to articulate it well to staff. If you need to define and explain at every single townhall, on what being a sector developer means, perhaps re-think if this is necessarily the role that NCSS is offering to the sector. Senior management, including the CEO has severe lack of sector knowledge (quite a number of them are parachuted in with little to no relevant experience) and are expected to lead well which makes it impossible as they have no idea on ground sentiments and challenges that social service agencies are genuinely facing. Policies imposed make little to no sense despite staff feedback. Staff are not empowered to make innovations and decisions without going through many different levels of updates and approvals.
