Pros
No one wants to work and everbody comes to drill weekends hungover. The result is that very little real work gets done. If you're very lazy, I suppose you could see this as a "Pro."
Cons
There are good people everywhere. That said, the guaranteed paycheck that comes with unskilled government work tends to attract the folks that can't hold jobs elsewhere. After all, anyone who can sign their name can get in, it's literally impossible to get fired, and you only have the option to quit once every four years (contract expirations). Try to imagine the quality of individuals that a system with those hiring/firing policies would amass.
