District office and too many principals are authoritarian micro-managers who do not treat teachers with respect. There tends to be a "Just do what I say - you're lucky to have a job" attitude toward employees in general. A very bureaucratic district. District office doesn't seem to be able to distinguish between good and bad administrators, even when there are signs like high mobility among teachers and decreasing student test scores.
