Pros
Benefits are great. Full autonomy to do what I want. I took this freedom to take over my team, refactor code, and turn the project around. One of my teammates uses this freedom to come in at 2:00 pm every day, answer to no one, and do whatever he wants.
Cons
Since it's all contracting, no one cares how well you do your job, and your government project leads can be hit or miss.
