Combination of sales-driven culture, lack of definition around quality (heavily process over outcome driven culture), number-driven culture...as consulting companies go, it's better than the big ones. Creativity can thrive in tiny niches as long as the engagement gives you cover.
But they can't keep teams together and they can't break the addiction of being a body shop to the local big companies, and they end up taking orders instead of genuinely being the trusted partners their local companies need.
