I cannot think of any pros

They DO NOT FIX THINGS PROPERLY FOR THE RESIDENTS!! I have seen load bearing walls that are properly reinforced, would rather dye or clean carpet that clearly needs to be replaced, residents move into a dirty, roach infested apartment.
