No strategy 0 the entire effort is to sell low cost resources to the customer. Leadership is comprised of people with track record of failures in the industry who find this as their parking spot. Politics and grabbing others business to survive is the order of the day. The company runs on a shoestring Profitability and hence official domestic travels often need to get approved by the CEO. People are encouraged to stay in shady places during travel with pathetic expense limits - example $100 per night for SFO !!! someetimes the hotels recommended by the company get raided !
