This post looks like it may have been made as a response to a major restructuring within 14 West ("centralized services") which took place in the fall of 2018. Since that time, the restructuring has lead to an agile transformation, higher levels of performance, a number of promotions, and the development of two new teams and 11 new jobs. We are not discrediting the review - a sense of disorganization over that time would have been perfectly natural. But today, we see 14 West moving quickly and effectively in a very exciting direction.
