Young crowd which is fun and inspiring

Although a young crowd is fun, it gets old after a few months when everyone is not taking anything seriously.
One of the tech leads on the tech team literally never turns up. Health, family, accidents, dog died, literally every excuse in the book. Probably either looking for a new job, or fear of the boss (more on that below).
No learning opportunities. In fact, instead of learning, we get scolded by our CEO for not knowing something or doing something wrong. By scolding, I mean a 1 on 1 serious talk to crush your soul. I have personally experienced this, and found out that other employees also had the same feeling I did.
On the topic of the CEO, he is in-experienced, doesn't know what he's talking about, but tries to put on a face to pretend he does. We can all see through it. The cracks are obvious. A tactic he uses to make him seem more competent, is to make everyone else seem less competent. Unfortunately, this scare tactic does work, and puts employees into this odd fear mode, which makes people work harder to prove themselves, or un-confident to look for new opportunities. As crazy as this all sounds, it is true!!
This is a supposed fin-tech company, but theres 1 full-time tech person, and everyone else is non technical or management. That's not how you run a fin-tech company.
