PMO director had no true PM experience. It appeared she only had coordinator or controls history. She lacked the skills to have basic project delivery dialogue as well as understanding what true execution required. Too much time spent managing erratic thoughts and immature ideas. Lacked knowledge on true tshirt sizing of projects. Most of the PMs were seniors in craft but often had to work together around her to get anything done. Although I think she has finally left, the culture allowed someone like that in leadership so run. There was a cio that continually kept discord going. Very erratic and too involved in the weeds. Kept a lot of mess going and contributed to the failing morale and culture.
