They don't pay technicians what they are worth, the director level management do not see technicians as worthwhile investments, store managers and above live a very nice life if you can make it into that clique. If you get promoted you can not get too big of a raise, as there is some weird view on you can't have too big of a % of a raise, even if that is what the title pays.
