Tenured folks just either did what they were told (out of fear), or misinformed on what they were doing, in some cases the opposite of what they told you.
CEO's strategy was not based in reality, he did not recognize that he did have the talent or capabilities to carry any sort of strategy.
Technology stack is old and fragile, and there were single individuals responsible for key functions.
SME's weren't.
