Poor facilities. - Weak untrained line managers kick every personnel issue to HR leading to multiple HR cases ongoing at all times, destroying employee morale and engagement - Zero opportunities for career unless you're happy to just sit in one place forever. No promotions, unless your boss dies. Dead end.
