They copy the minimal 3-step process for technical candidates without having any intent behind the format.
Recruiter screen - Recruiter regurgitates script for ~5min; validates that you're sentient.
"Technical phone screen": A non-tech nervously lists off technologies they're client is looking for and looks for any signal that you're familiar with them. Zero questions/exercises/conversations to gauge proficiency. ~30 minutes
Onsite interview: 3 juniors openly admitted to not having an agenda and allowed me to question them about their stack, processes, culture, challenges, outlook, etc, for 1hr. They didn't ask me a single interview question.
I didn't write a single line of code throughout the entire process, and never was made to provide any indication that I had the slightest bit of qualification in any capacity as a developer.

I was never asked a single interview question across the three rounds of interviews described previously.
Straightforward interview process, a couple of phone screens and a panel interview. Interviewers were informative and helpful about the position, and described the small but growing company in plain english.
Brief phone call with an employee followed by an interview from CFO. Then another phone call before being offered the job. Then they called to offer me the job. Gave me a few hours so you really don't have much time to think about the offer.
