Marsh Risk Placement Manager interview questions

I was first phone screened by the HR in early Sept 24, followed by a face-to-face interview by the hiring manager in the 3rd week of Oct 24. The conversation went well with the hiring manager. I was then scheduled to see a senior member of the HR 2 days later, whose intent appeared to primarily inform me that I was not shortlisted, and instead of asking me questions as with any interviewer, she asked if I had any questions about the role, organisation etc. She went on to “admit” that I was actually scheduled to be interviewed by a line manager this time round, and apologised that my time could not be productive as the line manager was caught up, and could not see me - I wasn't notified about this. This second “interview” ended within 15 minutes, with the HR taking her leave and leaving me (also flabbergasted at the entire hiring process) at the cafe.
