Thomson Reuters Client Partner, Legal interview questions

The interview told me at the end of the interview that I would be going on to a second interview where there would be a panel of 3 people. He told me that I would be hearing in a week about a date and time for the second interview. I emailed the HR person two more times over three weeks about when this interview would be taking place. I never heard back until over 3 weeks later when I was told I was no longer being considered for the job. Don't tell people that they are going on to a second interview when they are not.
