They do not offer raises based on merit. The only way to make more money is to get promoted, which is unfortunate for they fantastic individual contributors who do not want a management role.
They do not advance good people into director roles, but instead hire from outside of the company.
Promotions are based on favoritism rather than hard work, reliability and intelligence.
Management allows inappropriate behavior with their favorites.
Managers come and go as they please, and are not held accountable for their work (or lack thereof). As long as they dial in for a conference call, it appears that they are working. There is no accountability for management in this department.
Those promoted to manager roles are not equipped for the job; they lack maturity, training, and experience to lead a large group.
Because of poor management, they hire very immature people who do not understand what a professional work environment is. There is way too much drama that is encouraged by management.
Great employees get taken advantage of, become burnt out and wind up leaving.
