A rigid internal system is set up that fosters a management and supervisor culture that is mostly focused on accounting. Many upper level managers lose touch with the technical aspects of projects and are not able to provide technical value or support to more junior staff. Timecard utilization to projects seems to be the most important thing. Most people seem to be too preoccupied with keeping themselves billable on projects and within project budgets that quality knowledge sharing between peers and mentoring by supervisors and senior staff is largely missing.
