IBM set up the webcam interview via Skype. The gentleman was very nice, and last about 30 mins. Questions included: why choose IBM, background and education. However, he said this job opening is based on the work load, typically should hear back from the company within 2-4wks. As of today, 8 wks after the interview, I have made contact to the recruiter number of times, and at the end, I got the respond was the recruiter was "no longer with the company", and they didn't have a new contact. This gotta be a joke.
